How to Register a Property with the DLD

Off-plan purchases are initially recorded through the provisional registration/Oqood system, with the title issued following completion and final registration. The six-step process is as follows:
Prepare all required documents - Collect the signed sale agreement, Emirates IDs or passports, No Objection Certificate (for developer properties), and mortgage approval if applicable
Submit documents to DLD or a Registration Trustee - Your broker or conveyancer uploads documents through DLD’s digital portal or visits an approved trustee office for verification
Pay the DLD registration fees – The standard DLD sale-registration fee is 4% of the sale value. In DLD’s fee schedule this is generally divided equally between buyer and seller – although in many Dubai transactions the sale agreement requires the buyer to pay the full 4%
Complete identity and ownership verification – The DLD verifies buyer and seller identities, checks property status, and confirms compliance
Sign the transfer and mortgage documents - Both parties sign the official transfer forms. Mortgaged buyers also sign the mortgage registration documents.
Receive your title deed - Once processed, DLD issues a digital and/or physical title deed confirming legal ownership of the property.
Once the property is registered, owners can arrange utility connections and, if they rent out the property, register the tenancy contract through Ejari. Owners of qualifying Dubai real estate valued at AED 2 million or more may be eligible to apply for a Golden Visa, subject to the applicable DLD and immigration requirements.

DLD transfer fee – 4% of the purchase price
Title Deed Issuance Fee – vary according to transaction and property type but a rough guide would be AED 580
Knowledge & Innovation Fees — currently AED 10 each
Trustee Registration Fees – vary by transaction and property value but typically are between AED 2,000 and AED 4,000 plus VAT
Off-plan Registration Fees (for off-plan purchases) – these apply to off-plan purchases and vary according to the transaction and registration service
Mortgage registration fee (if financed) - 0.25% of the loan amount plus admin fees.
